A. Why Environment is a Geopolitical Issue:
- Environmental problems—such as the depletion of the stratospheric ozone layer, catastrophic global warming, ocean acidification, and deforestation—respect zero national sovereign borders.
- Pioneering milestones:
- Club of Rome (1972): Published the seminal report The Limits to Growth, warning that finite planetary resources could not sustain indefinite industrial and population expansion.
- Brundtland Commission (1987): Published Our Common Future, defining Sustainable Development.
B. Rescuing the Global Commons:
The Global Commons: Resource domains that are not owned by any single sovereign nation, but are held in common by all humanity:
- The Earth's Atmosphere
- Antarctica (governed by the Antarctic Treaty of 1959 and Madrid Environmental Protocol 1991)
- The Ocean Floor and High Seas (UN Convention on the Law of the Sea - UNCLOS)
- Outer Space (Outer Space Treaty 1967)
The Tragedy of the Commons: When individual states exploit shared global resources for private national profit without restraint, the resource is inevitably degraded and destroyed for everyone.
